Scrap HIPs as in Northern Ireland

With Hips not being required in Northern Ireland and the plethora of measures that can be taken to legally avoid it, Including;
 Marketing your home as having Rooms upstairs not bedrooms, will allow you to be HIPs free. 
A 4 bedroom home now = 4 rooms plus en suite and bathroom, same home, same price = no HIPs

Since its inception Hips or the [Home information pack] has gone through many changes, brought in a by a government who can’t help but interfere in the guise of making it better.
