After checking at various Domestic Energy assessor web sites and forums. Some of which are so paranoid of the public, that you have to log in to read them.
Domestic Energy assessors are more than happy to accept £60 for an Epc, so do not be quoted more. Here are just some of the interesting comments.

On Estate agents compiling EPCs.
It’s the person selling the property that pays for the EPC. If they think that they might get a ‘more favourable’ EPC from the people who are marketing the property then who do you think they are going to go with?

If someone wants to spend £10k putting in external or internal wall insulation to a property to save £20 per year that is their own choice.

Why bother with the EPC you know you do not need one, but if you insist on having what is a useless piece of paper creating more co2 than it saves.
Just ring around a few energy assessors and offer them £60 they will jump at it.
These Home information packs will just add to house prices increasing. Although its good for the environment. Its quite funny how everything to do with being environmentally friendly is expensive!
